The Eligible Services List: What It Is and Why It Matters
Every funding year, USAC publishes the exact list of what E-Rate will and won’t fund. Filing for something that isn’t on it — or classifying it under the wrong category — is one of the most preventable reasons a request gets reduced or denied.
What the ESL Defines
The Eligible Services List (ESL) is the FCC and USAC’s annual, funding-year-specific breakdown of what qualifies as a Category 1 or Category 2 service, and what is explicitly ineligible. It’s adopted by the FCC’s Wireline Competition Bureau before each funding year opens, based on the Universal Service Order and any rule changes made that year.
The ESL matters because eligibility isn’t always intuitive. A managed service that bundles an eligible component (like internet access) with an ineligible one (like a help-desk retainer) needs to be broken apart and billed separately, or the eligible portion isolated, before it can be funded. Getting this wrong is one of the most common triggers for a PIA reviewer’s follow-up questions during Form 471 review.
The ESL changes from year to year as the FCC clarifies rules or responds to new technology categories. For funding year 2026, the most significant change involved how software-based and remote services are categorized — previously split inconsistently between Internal Connections and Basic Maintenance, now treated more consistently. Notably, the FY2026 ESL did not expand eligibility to cover general cybersecurity tools; that remains the domain of the separate Cybersecurity Pilot Program.
How Applicants Should Use It
Before filing Form 470
Review the current-year ESL against your proposed service description so the bidding request accurately describes eligible services from the start.
Before selecting a vendor
Confirm the proposed contract or quote separates eligible and ineligible line items, so only eligible costs go onto Form 471.
During PIA review
Keep the specific ESL citation for each line item on hand — reviewers frequently ask applicants to point to exactly where a requested service appears on the list.
