FCC Form 471: The Funding Request
Once competitive bidding closes and a vendor is selected, Form 471 is where the actual funding request gets made. It is also where most applications lose money — incomplete line items, mismatched entity data, and slow responses to reviewer questions are the leading causes of reduced commitments.
From Selected Vendor to Funding Commitment
Form 471 is filed after the Form 470 bidding window closes and a vendor has been chosen using a cost-effectiveness-first evaluation. The form captures the applicant’s entity data, the services being requested, the selected provider, and the contract or month-to-month terms — broken out line item by line item.
Each line item receives its own Funding Request Number (FRN). FRNs move through USAC’s Program Integrity Assurance (PIA) review independently, which is why one application can come back with some items fully funded, some reduced, and some denied. PIA reviewers frequently reach out with clarifying questions or documentation requests during this stage; slow or incomplete responses are one of the most common reasons commitments get reduced rather than denied outright.
Review concludes with a Funding Commitment Decision Letter (FCDL) that states, FRN by FRN, what was approved, partially approved, or denied. The FCDL is also the trigger for the next step in the cycle: once service begins, the applicant files Form 486 to certify CIPA compliance and confirm service is in place, which is a precondition for the vendor to invoice USAC.
The Annual Filing Window
The Form 471 window opens and closes on a fixed schedule that USAC sets each funding year — it does not stay open year-round. For funding year 2026, the window ran from January 21 through April 1, 2026. Dates shift from year to year, so applicants should confirm the current window on USAC’s site well before planning a Form 470 filing, since the 470 has to be posted early enough to clear its own 28-day bidding period before the 471 window closes.
