The Conflict Most Applicants Don’t Ask About

The uncomfortable structural reality of the E-Rate consulting market is that many firms advising districts on vendor selection are also SPIN-registered bidders competing for the resulting contract. That’s not automatically improper — nothing in USAC’s rules prohibits it — but applicants should always ask directly whether the entity guiding their process has a financial stake in which vendor they select.

Armorstack holds an active SPIN registration and an FCC wholesale telecommunications carrier license, and functions as both an advisor to applicants and a bidder for eligible Category 1 and Category 2 work. We disclose that directly rather than obscure it: our revenue depends on winning and delivering the contracts that follow a successful application, not on charging a standing consulting retainer regardless of outcome. Districts and library systems that want a fully independent, non-bidding advisor should factor that into their vendor-selection process and may prefer to pair Armorstack’s technical delivery with a separate, non-bidding process consultant for the Form 470/471 paperwork itself.
